Wales Rugby League (WRL) has today launched its new 2025–2030 Strategy, setting out an ambitious plan to grow rugby league across Wales and use the power of sport to bring people together.
The strategy was co-produced with a wide range of stakeholders, including community clubs, volunteers, players, and partners, to make sure it reflects the needs and voices of everyone involved in the game, starting with an event at Sophia Gardens in July 2024. The Non-Executive Board have already been working to the strategy during 2025, and are pleased to finally share it with a wider audience.
The plan sets out four main goals:
- Build a safe, inclusive, and sustainable culture.
- Grow community participation and the fan base.
- Support national teams to compete at the highest level.
- Strengthen the game’s financial stability across all levels.
WRL Chair James Davies said: “This strategy is about uniting communities through rugby league. We want to make sure that everyone in Wales has the opportunity to take part, whether that’s playing, volunteering, or simply enjoying the game. Together, we can build a sport that makes a real difference to people’s lives.”
Adam Rowland, Non-Executive Director for Governance and Strategy, added: “This strategy has been built from the ground up — shaped by clubs, players, and partners from across Wales. It sets out a clear and practical roadmap for growth, good governance, and community connection. Our aim is simple: to make rugby league a thriving, inclusive sport that Wales can be proud of.”
The new strategy outlines a series of clear actions and success measures to ensure progress is tracked each year, from participation growth and stronger community partnerships to the development of a sustainable financial model.
